FY2010 Performance Target Detail Report 10E108 ATC Positions Workforce Plan (FAA) Default (Last Value) Description Maintain the air traffic controller workforce at, or up to 2 percent above, the projected annual totals in the Air Traffic Controller Workforce Plan. FY 2010 Target: at or up to 2% above or below the annual target Commentary (12/2009) Currently, we are above the monthly AOB target by 2.1 percent which makes this target RED. Controller attrition in December was slightly above revised projections. Hiring was on target, yet it still resulted in increased controller Actual On Board (AOB) figures. December attrition (84) was 7 above our revised projection of 77, which puts year to date attrition below revised projections by 9%. Retirements and training attrition are below projection and transfers to management, staff, and Traffic Management Coordinators (TMCs) are close to projection. December hiring was on target (134 vs. 134) as we start our reductions in hiring for the remainder of the year. Hiring plans for FY10 have been drastically reduced to account for attrition well below projections and reduced traffic volume. Although we are above 2% of target AOB for December, we are only 1.6% above end-of-year AOB and anticipate remaining GREEN for the remainder of FY10. ATO plans to cancel all general public hiring announcements and reschedule selection panels in FY10 to support the vastly reduced hiring plan. Posted: 02-05-2010, 06:09 PM I think there are more qualified and available CTI graduates than openings per year. By qualified I mean passing the at-sat and meeting school requirements for the recommendation. I would like to see the graduate numbers to compare to yearly hiring numbers. Adding to the mix the other hiring pools, pubnats could be done without.

I wouldn't say they are getting hosed, they have done nothing to earn the job as of yet. Before I get based for saying that let me say I think that some OTS are just as capable as CTI grads, but you can hardly say that someone is getting screwed who has not put in any time into this career.
