Questions regarding interview and Public Announcements

I have two questions:

1) If I interview for an en route position, will that interview count for any of the other public announcements if I am selected again, or will I have to interview again?

2) If I decline a TOL for that position, will I still be considered for the other openings I applied for?

1) No one interview per announcement that you are offered a position

2) Yes you will be considered.
