I had a few questions for you tower folks. It's been 2 years since I've worked in a tower. Been tooling around in the en route environment  Anyway, I'll be back in a tower next week. I know when I left IWA there was a ban on TIPH for 99% of contract towers. Is that ban still in place? Is TIPH restored with more stringent rules for it's use?
Thanks for the info. I suppose I'll find out next week when I get to my facility.

Im sure larger facilities are using it, has to do with manning.

Not sure about the contract towers, but we don't do it at my faa tower. I heard something about a supervisor needing to be in the tower and a waiver. But yet the thing is all over the 7110.65.

There are quite a few new rules about it. Your facility had to request a waiver to be included in the program with a reason why they could justify TIPH. From then, just look at the basic rules in the .65 and maybe the 7210. Local or CIC may not be combined with any control position in order to use TIPH. If you put an aircraft in position on one runway, you have to inform the a/c of basically any traffic that is landing his runway, or landing, departing, or crossing another runway on the airport that could be a potential conflict. We do it all the time, it's really not too big of a deal once you get the phraseology down. But if you are going to a contract tower, you might not do it there.

The top 3 contract towers dont do it so I doubt any contract towers are doing it.

Sounds like you have to jump through hoops just to use it. WOW! Must've been a rash of deals stemming from TIPH.
When I left IWA we were still using it (maybe illegally, not sure). So ORD, ATL, DFW, etc, etc aren't using it?? Or is it pretty much big FAA facilities that can justify it? Aren't those the types of facilities that are the most at risk for an incident due to TIPH? Or is it just that those facilities couldn't push the numbers they do without TIPH? So the FAA realizes the risk inherent with TIPH, especially at busy facilities, yet only allow those higher risk busy facilities use it? Doesn't make any sense to me.
Slower facilities don't really NEED it, but it sure is a nice tool.

I know we can use it. But it's such a pain in the ass to remember the constantly changing variables of when you can use it that I just refuse to use it. TIPH is suppose to make things go faster, not be a pain in the ass.

At our facility we have all kinds of hoops we have to jump through to be able to do TIPH, in addition to that we have lots of extra phraseology we have to say now. Bottom line it sucks.

I agree with this 100% I'm all for safety, but these days you've got a bunch of non-traffic working cubicle dwellers calling the shots. If they want it slow, fine. I get paid the same whether I work 100 or 1000, it doesn't cost me anything when departures are delayed because of this idiotic rule.
And don't even get me started on this progressive taxi for all BS either.

Glendale and Goodyear FCTs both use tiph, but it is a pain more than it helps.
