Difference between Roger and Wilco

I've heard both sides of the story. Straigh out of the 7110.65s there seems to be no difference, but I've heard that there are differences. so which is it?

Straight from the Glossary from the .65.

ROGER- I have received all of your last
transmission. It should not be used to answer a
question requiring a yes or a no answer.

(Roger is just an 'acknowledgment' of a transmission).

WILCO- I have received your message, understand
it, and will comply with it.

(Wilco means just like it sounds- 'Will Comply').

there are a lot of pilots tho that use it ALL the time and thats when it gets annoying..."roger, cleared for take off" for example

just like anything else i think there is a time/place for it...
