Army Traffic Count

Can someone tell me where I can find where it defines a/c operations for the sake of traffic counts?

VFR transition counts as two operations right? Where can i find that? not the .65?.... and i dont know these army regulations yet.

I'm pretty sure that isn't standard throughout all types of ATC facilities. For example, the Air Force has its own rules on how to count traffic in the AFI 13-203... I would assume that the Army has some procedures somewhere for traffic count.

FAA JO 7210.3V, Chapter 12. Here is a link.

FAA Order 7210.3, Facility Operation and Administration

And it looks like the 13-203 just talks about formation flights, specifically to count each element of the formation as 1 count, as opposed to what the 7210.3 states, which says to count the whole formation as a single flight/aircraft. But that's all that's covered in the 13-203.
