Question regarding military takeoff at FAA airport

I am currently DoD at Ft. Huachuca, heading to Tucson Tracon if I can ever get a school date. We use the same as previous states "Cleared for Takeoff, Change to Departure" I haven't had many problems with the aircraft delaying on the runway, but if there is traffic for them I issue it with the clearance.
