Pretty close.

1. Apply to PUBNAT
2. Notification from FAA that you are authorized to take AT-SAT
3. Receive Geographic Preference E-mail
4. Selection Panels
5. Hope you get selected
6. Interview or apply to next PUBNAT
7. Recieve you TOL that locks your age or wait for another geo preference e-mail.

And yes, your score is good for 3 years. If you bomb the test on the first try, you have to wait a year to try again.
