Long ago I was told that the FAA would NEVER contract out a radar facility. That being said, and given the sad state of the FAA's current ability to manage the ATC system, I think it's just a matter of time before the radar facilities fall to contract.
As for DoD, not sure what you mean by they won't give anyone a chance. Truth of the matter is there are a very limited number of DoD positions and competition for them has historically been very high, but with the above mentioned FAA (mis)management, it's even tougher as controllers are leaving the FAA for the coveted DoD positions.
I heard of a DoD facility recently that had one position open, and over 300 applicants. Of those applicants, only about 80 were eligible (meeting the qualification/experience requirements) - so yeah, it can be a tough battle to pick one up.
