CTO not being considered this panel?

I thought my title might get more hits, even though I am more asking a question, then telling you all
My husband spoke with one of the referral people, and seems to think they told him that CTO announcement can be picked up anytime, not just at panels. I seem to think that they only get picked up at the panels? I am asking because they acted like it wasn't a big deal if he didn't get a refferal before this panel, because CTO's get picked up differently. I know all my answers will be just speculation, but I want to know what you all have heard.

I'm assuming that if they take the time out to generate a referal list for CTO applicants, then they most likely would select from that list. Just a thought though.

I agree. If it didn't need to go to CSP, then why would they generate a referral list. Maybe, it's just pure coincidence that the CSP is next week.
