    ATSS GI BILL POST 9/11 and MGIB

    I though I would make a thread about this. Currently I know of at least ten ATSS's who just went through this long drawn process. I myself was one of them and I am here to share knowledge. Regardless of the GI bill section because it can get twisty.

    FIRST STEP..... Think about when you were in and do some research into what GI bill you qualify. Some people will only qualify for MGIB some with be qualified for Post 9/11 and MGIB and need to make a selection.

    That being said, go to the http://www.gibill.va.gov/ website and snoop around. There is great info regarding our OJT process, rates, etc...

    If you have not registered for your VONAPP/EBENEFITS account, go do so.

    These Links I post can change overtime FYI so get google qualified.

    Once you have access to the system of VONAPP you will be able to fill out forms via the online application drop down box.

    THIS IS THE FASTEST WAY I HAVE EXPERIENCED. Sure you could be super old school and DL and fax but let me assure you this is just as easy for filling out the possible 1995 or 1990 you will surely encounter.

    Okay here is where it gets tricky. You need to check weams. What is weams?!?!?!

    It is a system used by the VA of schools that are certified for OJT and Higher education along with other types of approved training facilities.

    You will concern yourself with On-the-job-training under PROGRAM TYPES.

    HINT: Select OJT from the PROGRAM TYPE window and select your state.
    Go directly to the "F" tab of the alphabet. Normally the way that the FAA programs do it is the place FAA before your tower,center,tracon,ssc whatever...... FAA KING SALMON SSC, blah blah FAA Ft Lauderdale Tower ..

    Here you will find out if you have an approved school.

    Click on your associated area of work. And look for the certifying officials. These will be the people who sign your monthly hours. (6553) Agreement (8864) enrollment certification (1999).

    Okay

    I know how it feels. But its only beginning.

    Fill out your appropriate form 1990 or 1995 on VONAPP. I showed you weams because under your selected school there is an address and this address and school name need to match on ALL OF YOUR DOCUMENTS.

    YOU TRACKIN!?!

    Carrying on..... You must submit that document and wait for an approval from the VA.

    In the meantime of waiting for the VA to come back with an approval there are three documents that need to be filled out.

    22-1999 This is a form your manager needs to fill out. But a hint to the squeaky wheel. Managers like too see completed forms that need a good ol signing to get of their desk.

    So important blocks on the 22-1999. I will do this with the faith you can figure out your own name with no guidance.

    Block. 2- Just re enter your social
    Block. 3- Enter both home and training location (WEAMS)
    Block. 5- Airway Transportation Systems Specialist. or whatever you are.
    Block. 6- OJT
    Block 7- I put none. But I am investigating military transcripts conversion to hours. ITSS records and major certs from military sign offs. PM if you think this is you.
    Block. 8- Leave ALL BLANK
    Block. 9- Leave ALL BLANK
    Block. 10a- Start date and end date. Example Hire date
    :Beginning 02/03/2010 Ending 02/03/2012
    4000 ojt hours over two years. Just an example. I used two. this means from F-H you are taking two years. or from G-H you are taking one.
    BLOCK 10a is one of the most important. The beginning date must match block 10. of the 22-8864 DONT MESS UP OR THEY WILL KICK IT BACK.

    block 10b. OJT
    block 10c&d. 40.00 and 40.00
    block 11. remarks: Monthly number of hours- 160
    block 12a. Facility code. Can be found by calling 1888-442-4551 option 2. then press 0 immediately for an operator. I do this alot OKAY!!!

    block 12b. Full address and name of school from (WEAMS!) see how important it is?
    Block 12D. Remember those officials in weams. GET THEM TO SIGN HERE.

    Important info.

    BIG WHITE BOX.
    FULL NAME
    HOME ADDRESS
    TRAINING ADDRESS (WEAMS AGAIN)

    Facility code. CALL THE VA NUMBER I LISTED.

    PAYEE : write in 00

    VA FILE NUMBER: SSN works

    You can put your back pay months on one form. There are six blocks near the bottom. In the blocks goes the hours. In the BOX TO THE LEFT goes the months: Example
    janX 132
    febX 163
    marX 145
    aprX 122

    blocks 3 and 6A. CHECK *YES*
    block 6b. Check your agreement and enter starting wage. CHECK YOUR LES IF YOU ARE LOOKING FOR HOW MUCH YOU MAKE AT AN HOURLY RATE. NUFF SAID.

    Bottom of form. Get your Certifying official to sign off your hours ever month.

    Q: WHEN DO I SEND IN MY MONTHLY 6553???
    A: After the hours have been completed for the month. SO for april you would send in the signed form MAY 1st. TRACKIN?!

    Q: How many hours do I need for full time BAH incentives from the post 9/11 and MGIB benefits.
    A: 120. 160 is @40.00 per/week. 120 is the MINIMUM for the full BAH rate.

    Quick review of the process so far.

    1. Identify if your training facility is in weams already.
    2. Make contact with your certifying official listed in WEAMS, you could save your time just by talking to someone who has done this.
    3. Fill out the 22-1990 or 22-1995 forms. 1990 if you are new to the GI BILL and 1995 if you are transferring schools with the GI BILL
    4. While waiting for response. Fill out Training Agreement 22-8864, Enrollment verification 1999, and talk you your manager about your training plan..
    5. If you are being proactive and going to file a back pay form 22-6553 go ahead and do so when the time comes you are prepared.


    I cannot cover all of this in one setting. I will post again and hopefully this will give some needed guidance. Feel free to message me in the meantime. I am already underway with this program.

    I used the gi bill during the police academy and almost 2 years into my OJT in my current job. It is awesome and highly recommend it. Especially if you qual for post 9/11 gi bill. It's pays a lot more than my old gi bill did. It is a total pain though. I would go months without receiving anything. Then I would get like 5 months worth of payments in one check which was always nice cause it would be like 4-5k.

    Thanks Bubba just started doing the process. I am the first person at DEN to ever do it so they are trying to find an approving official now

    Ok, help me out here. What is the purpose of doing this? Is it just for getting some extra money through the GI Bill?

    I'm currently enrolled in school using the GI Bill, and I plan on finishing a degree. Should I still go through this process listed, or just ignore it due to my current school status?

    Just a bump up for this thread. Great program. The application process works pretty much as described in the OP.Any new ATSSs with GI Bill benefits should consider taking advantage of it. You earned it.

    How long does it take for them to pay it once all the forms are done? I've been waiting a while. I called and they said I did it all correctly, but haven't seen payment yet.

    I get my monthly payments within a couple weeks. When you first get enrolled it might take a little bit.Just remember, it's not a file once and done thing. Once you send in the reams of enrollment forms, you have to fax them a form 6553 every month.
