    I think he is referring to an OPD and not a simple crossing restriction. Like jjsz and Roddy said, once assigned an OPD STAR, the speed restrictions apply regardless of altitude assigned.

    Well said. Centers have a large and structured training program and can take you from the ground up. CLT, N90, A80 don't have the time or patience to teach you how to be a controller, you should already know that before you ever go to a place like that. VRA or CTI is a toss up in my opinion...
