You'd want to go to an 11 then a 12. You would get a 8% raise, then a 6% raise. A move down or to same level facility will result in no change in basic pay.

I had a co worker who worked in CA and lived in Idaho. He stayed during his work week at a hotel. He paid CA state income tax.

The red book extension ends summer of 2016. Another 1.6% raise is scheduled the first full pay period of the month of June 2016.
