    Compiling Traffic Count

I have been looking for information as to how a facility is able to count aircraft movements. I have heard that a facility is able to count ground movements. Can anyone give clarification as to where to reference how a facility is able to justify counting taxiing aircraft as movements. Does counting aircraft movements have to be outlined in an operations letter?
    Thanks

Why would you count ground movements?

So counting them for taxiing out and departing/arriving taxiing in? I find it hard to believe the FAA or any company would pay more because people think they should get to click a taxiing aircraft, in essence "doubling" their traffic count.

    Sounds like BS to me.

Ground movement wasn't part of any traffic count I ever did.

We tracked local air field operations (where planes landed or took off) using radar automation data and/or mechanical counters and written counts on paper.
