It's a hardship, there are several facilities offered. Family medical reasons... So stinger the lowest development level is dev 2. Thanks for the link.

How up to date is this? Because i am looking at this SFB - Sanford | Air Traffic Control Also if you look at the Training progression req. Page 266 of the agreement for an FPL-8 Tower only, Dev 2 is the lowest stage.
