College Credit to Work Experience Conversion?

I tried searching here but maybe the terms I'm using are not adequate. I am trying to get better clarification on the requirement that says applicants need 3 years of progressively responsible work experience, a Bachelor's degree, or a combination of post-secondary and work experience that totals three years.

I'm assuming the "combination of post-secondary and work experience that totals three years" means one has taken a few years of college courses and worked for a few years, of which combination came to 3 years. However, is there a "ratio" of sorts that says "a 12-15 credit semester complete is equal to X-months of work experience"?

Also, those attending a non-CTI aviation degree programs, does that aviation degree add more weight to their application even if it's not under the CTI?
