So if a facility is not on this list, they won't be getting any new people? So for example, someone puts in an ERR and wanted to go to a tower that was not on that list, they shouldn't expect to get picked up this year off the ERR?

what he said. that list that is posted, is just the current fill. when they run the numbers again, the facilities and priorities could/will change, its a forward projection. except for N90. they will be forever critically staffed.
