That's fair... leave the ots at the mercy of the BQ
... but give the guys who, more times than not, would have a leg up on everybody, first dibs...

Wonder how they'll split up the number of new hires...

Academy and field failures don't typically qualify for Reinstatement or other experience bids (if they never CPC'd). Time in training doesn't count towards the 52 weeks experience controlling live traffic. If the failure had a CTO and 52 weeks controlling traffic prior to joining the FAA, he/she could apply under an experience-based announcement; same if he/she had 52 weeks military ATC experience (not counting training) before washing out of FAA. Actually, now law or regulation prevents anyone from applying under any vacancy announcement - you could be a 72 year old non-vet with zip prior experience and apply under a VRA announcement. You just wouldn't qualify.

In the past the 52 weeks experience for reinstatements included ALL time (2152) with the FAA, including training time, as long as you were CPC rated when you left. But this could always have changed. From what you're saying, then the 52 weeks can include time working as a rated controller in other places than an FAA facility?

I too have heard about a month ago that there will be a reinstatement bid coming out early next year.

Prior ATC experience bid (e.g., VRA, CTO, DoD, etc. - maybe RMC (their rules are different because of age), Reinstatements) in Jan/Feb 2015. Will not include CTI with education only. 52 weeks experience controlling traffic, training time does not count. All sources bid in Mar/Apr 2015 with biodata (might be same as Feb 2014, might be different) on front end followed by AT-SAT for those that clear biodata.

Can confirm heard this too.
