Hit the career pages regularly (daily) for the contractors overseas... IAP, KBR, Sallyport, Midwest... That will tell you when they post jobs, which isn't on any particular schedule because they are probably replacing someone if they are posting the job. Then you need to network with controllers within those companies. That is how your resume gets to the top of the stack. No magic dust required. The selection process is quick.

I looked on their website. It looks like they only want icao ratings. Do they ever hire cto controllers?
