NATCA and contract tower closures

With the announcement yesterday of contract towers remaining funded through June 15, does this open the door for NATCA to step in and say "you found the funding for the contract towers, now how about finding the money to prevent the furloughs"?

Sorry if this appears uninformed, but I do believe this announcement opens the door for this kind of discussion with the agency. Granted, this decision was made based on a number of lawsuits that were brought forth, but the money had to have come from somewhere.
