in the world according to me, the whole point of not soliciting is to not coax the pilot into something he is not familiar with, i.e. flying under conditions he just cant handle! who wants another lost pilot in their airspace, not this guy

I agree with rwallen. it's not whether its specifically forbidden, rather it is just a really bad idea. You have no way of knowing if the pilot is capable or comfortable of flying below minimums, and an underqualified pilot may take a solicitation as assurance that it will be safe to operate SVFR. If anything were to happen it would be completely on ATC.
