I understand that, but why did they go ahead with the NYC PEPC, and now Chicago next week and then the scheduled PEPC for LA in April and will have this huge backlog?This may be "out of date" (12/2008), but it's the first that I've seen in black & white from the FAA that:
Controller attrition was lower than anticipated in the first quarter of FY09 (October-December 2008);
the ATO hiring goal has been reduced and may go down further;
the planned 3rd shift Tower Class schedule from March-July 2009 was cancelled;
3 Enroute classes were cancelled;
and, they're still adding 250 candidates to the backlog by holding the Los Angeles PEPC in January 2009.
